Harley Flack - CEO and Founder

Harley Flack, founder of FlackVentures (FVI), is a dynamic and mindful thought leader. Harley has been deemed an innovator in ethics, mentorship, networking, financing, capital strategies, valuations and term sheet management as well as organizational development, government strategies, procurement strategies, sourcing, change methodologies, green business solutions, strategic planning and tactical initiatives. Most importantly, he understands working for the client. By evaluating Key Performance Indicators (KPIs) for tracking, accountability, and sustainability, Harley then develops a balanced score card approach to provide transparency and tracking mechanisms that strengthen and grow programs and organizations.
As CEO of FlackVentures, Harley Flack studies measures, metrics and overall performance indicators of government and companies to lead and manage successful growth. Harley has worked with senior leadership of more than 200 Fortune 500 companies to create measureable results in diverse areas over the last two decades. He increased the overall revenue of a New York firm by 6X over a 4 year period. His support of the spending initiatives of a national senior living organization resulted in saving +7X on a corporate wide technology acquisition for over 30 facilities by developing methods for bundled acquisition of hardware and software along with competitively priced service contracts. Harley has set up work groups that have been involved in strategies dealing with national policy such as Sarbanes-Oxley and BRAC. He is currently working with government and business leaders to support initiatives relating to the American Recovery and Reinvestment Act of 2009 (the national stimulus package). Specializing in business debt strategies and an expert in diagnosing overall Return on Investment (ROI), Harley Flack utilizes his talents and those of his team to provide immediate solutions and process improvements designed to grow, sustain and manage overall ROI.
Harley works with companies that are in early stage growth to develop successful ways to obtain next stage funding and organizational improvement. As a recognized thought leader, he has supported clean, efficient American energy initiatives. Through the FVI products and services, he supports job retention and job growth. Harley Flack understands that the new national incentives will create jobs and spur investment. These new initiatives will provoke business leaders to choose new capital investment strategies, fostering a keen understanding of depreciation and its correlation to business expenses. For the past three years, Harley Flack has worked with private sector businesses to bridge gaps with the public sector to provide jobs that sustain business growth.
Harley is a member of the Executive Board for the Trustees of the Annapolis Symphony Orchestra and serves on the Board of Directors for the Community Foundation of Anne Arundel County. He is an advisor for the Life and Breath Foundation and the Slash Fund. He attended the University of New England, Howard University and the University of Maryland.
Kate Pynn - Managing Director

Kate Pynn’s expertise is in finding, acknowledging, and resolving company challenges. With a focus on Business Process, Organizational Development and Change, Web Consulting, and Business Development, Kate helps companies meet and overcome their challenges by establishing new departments and successfully maturing them, designing efficient processes to create competitive advantage and streamline, managing and turning around an existing troubled companies to become motivated, effective, and efficient, and/or defining and managing a multi-faceted project to a successful outcome.
Kate’s forte is designing, implementing, and managing business operations, business process, and quality concepts and initiatives. Her specialties include strategy, new product and service development, project management, and customer satisfaction management. She practice a holistic approach where People, Process and Tools are simultaneously assessed, measured, and managed.
Kate's career includes employers such as Procter and Gamble, General Electric, Digex (now Verizon Business Solutions), USinternetworking (now AT&T), Thomson Prometric, and VeriCenter (now SunGard). Kate received a Bachelor of Art in English from Washington College and a Master of Art in Business Management from Antioch University McGregor. She is a Green Belt in Six Sigma and PMP certified.
Additionally, Kate is the Vice President, Board of Directors for Marylanders for Better Beer and Wine Laws and Founder of the Wind Energy Forum which has over 3000 members including inventors, investors, and manufacturers.
Tania Golocovsky - Executive Office Manager
Don Boucher - Senior Business Advisor
Mr. Boucher has an impressive list of credentials with over 34 years of professional experience in a wide range of senior level leadership and management positions including strategic market planning, business development, product development and management, startup management, lifecycle management, procurement management, information technology management, and project management.
He was a Founding Partner with Safe Harbour 3 LLC which generated and managed new development opportunities for multi-family, residential real estate projects, including real-estate market analysis, and residential and commercial financing. He was also a founding partner of the Executive Leadership Group which
brought proven business practices, processes and methodologies essential for moving the new enterprise from strategy through capitalization to operation.
Mr. Boucher is a graduate of the Virginia Military Institute and was awarded a Master of Science Degree in Systems Management from Western New England College. He served for over 21 years in the US Army, including eight years on the staff of the Office of the Secretary of Defense, receiving numerous awards and citations including the Vice Presidential Award for Innovation in Reinventing Government.
Bettie Farrar - Executive Director, Sage Living Solutions
Bettie Farrar has over 26 years of training and human resource management experience in both health care and long -term care organizations. Her experience has included serving as Corporate Trainer for Constellation Energy’s Senior Living Division, as well as leadership roles in the Human Resources Department of a number of Non-Profit organizations including Associated Catholic Charities of Maryland, Life Care Services and Collington Episcopal Life Care Services. Bettie has used her expertise in long term care, leadership and human resources to develop competency based training programs. These programs have been used to initiate transformational culture change, foster teamwork within and across organizations.
Bettie has a Masters degree from Loyola College in Baltimore, Maryland. In addition, she completed the Hopkins Fellowship program in Organizational and Community System at Johns Hopkins University in Baltimore, Maryland. She has received certificates from the National Multicultural Institute of Washington D.C. in Diversity Training. Ms. Farrar also serves on several boards including Broadmead Retirement Community, The Beacon Institute, and the Institute for Caregiver Education.
Cris Flack - Executive Director, Development Solutions Initiative
Cris Flack serves as Executive Director of the Development Solutions Initiative. In this capacity he manages a portfolio of development projects valued at over $3 billion dollars in construction costs in the Washington DC/ Baltimore market place. Projects underway or completed include the Velocity and Union Place Projects (ADC/Cohen Companies), Waterfront Project (Vornado, CES and Forest City), PNC Bank Headquarters, DCPS Walker/Jones Terrell School and Community Center project and a numbers of additional private and government sponsored development initiatives.
Before coming to FlackVentures, Cris served for ten years as Special Assistant, Office of the Deputy Mayor, Planning and Economic Development, District of Columbia Government and as a founding member of the Development Ambassador Program (DAP) and Program Manager, Third Party Inspection and Review Program.
The DAP program successfully managed a portfolio of over 500 development projects in the District of Columbia to include all DCPS new and major modernization projects, Gallery Place project, the Washington DC Convention center project, all Hope XI initiatives (Camp Simms, East Capitol, Arthur Capper and others), the Washington Nationals baseball stadium projects and many other development projects around the city.
Cris is married to Mrs. Leslie Flack and they are the proud parents of 2 sons and a daughter. He is a graduate of Howard University (B.S., Economics) and holds a Certified Public Management degree from George Washington University.
Judy Poey - Senior Consultant, Industry and Market Research
As a FlackVentures senior consultant, Judy Poey offers a diverse set of skills to the FlackVentures team. From IT to research, she has applied her attention to detail, follow-through, and analytic mind to a variety of tasks. She draws from this varied background to offer fresh and innovative perspectives to business development solutions for FlackVentures’s clients.
Judy received her bachelor’s degree in psychology and Spanish from Oakwood University and her M.S. in gerontology from the University of Massachusetts-Boston. She is currently completing her Ph.D. in gerontology from the University of Massachusetts-Boston.
Terry Wiemann - Senior Consultant, DoD Programs
Terry Wiemann is a retired Army Special Operations and Military Intelligence soldier with over 25 years of operational experience with Special Forces, Guerrilla Warfare, Asymetric Warfare, and Counterterrorism. Mr. Wiemann since retirement in 1998 has also been a Baltimore City Police Officer, Defense Advanced Research Projects Agency (DARPA) program manager for a DoD biometrics program, Deputy Division Manager at the corporate level, and a certified Facility Security Officer for a company with over 400 cleared employees. In recent years he as served as Senior Analyst for Headquarters, Department of the Army in both the Antiterrorism and Critical Infrastructure Risk Management Branches assisting with policy and funding issues for the Army. Mr. Wiemann has maintained a DoD security clearance for over 25 years and his expertise has been sought by many Army Commands to be a guest speaker at their Antiterrorism and Force Protection conferences for his knowledge and expertise in the field.
Mr. Wiemann is President and CEO of his own company, Sea Four Consultants, LLC and is widely considered a Subject Matter Expert in all types of vulnerability assessments to include antiterrorism, critical infrastructure, and hotels. He also has a unique set of skills such as fluent in Spanish, scuba and military free fall qualified, and a certified Personal Defense Measures Firearms Instructor.
Jay Young - Senior Consultant, Workforce Solutions
After twenty-four years in corporate life, Jay has joined with Flack Ventures to provide consulting for Employee Benefits and Insurance. His areas of expertise include the design of comprehensive, cost-efficient health plans and building innovative work/life programs. He is a skilled negotiator and communicator, having written for Employee Benefit Adviser and Defined Contribution & Savings Plan Alert.
For the past eleven years, Jay worked as Senior Director, Benefits & Insurance for USA Mobility in Alexandria, VA. Responsibilities included oversight of Employee Benefits, Property & Casualty, Business Insurance, and Safety. He was a frequent contributor to the company’s Monday Morning Memo.
Prior to that, he spent thirteen years in Health Care; working at Manor Care, Integrated Health Services (ihs), and Harborside Healthcare. During that time, he performed due diligence and integration on more than 25 acquisitions. While at ihs, Jay served as Director of Benefits, as well as Internal Benefits Consultant for several chains of nursing homes and ancillary businesses. He was named Employee of the Year in 1994.
Jay serves as a Deacon at Riva Trace Baptist Church in Davidsonville. Born and educated in the Washington, D.C. area, Jay now makes his home in West River, MD, with his wife and son.
